Parliament in the first reading the draft Law of Ukraine "On amendments to some laws of Ukraine in the utilities sector", developed by Ministry of Regional Development. For the adoption of the document,foundation voted 237 deputies. "Submitted for your consideration a bill that improved legislation on housing and communal services. The proposed changes will make it possible to establish economically justified tariffs and will not allow utilities to work with the gap in rates when price riseselectricity or gas, "- said Deputy Prime Minister - Minister of Regional Development, Construction and Housing and Communal Services of Ukraine Gennady Zubko, introducing in Parliament a draft law" On amendments to some laws of Ukraine in the sphere of public services. " "This decision will reduce pressure on the state budget ofpayment of government subsidies to cover the difference in tariffs "- said Gennady Zubko. According to the proposed amendments to the Law of Ukraine "On housing services", not allowed to establish prices / tariffs for housing and communal services below the size of economically justified costs for their production. In addition, it is proposed to establish thatdisputes concerning the formation and approval of prices / tariffs for housing and utilities are resolved in court. The bill also provides that the tariffs should take into account the cost of heat and ensure the profitability of the entity. Vice Prime Minister of Ukraine noted that Ukraine joined the Treaty on cosRennes Unified Energy Community and must nablyzhuvaty national legislation to European standards. "This will allow our utilities to attract investment, and thus bring to a new level of quality for consumers", - said Gennady Zubko. Vice Prime Minister of Ukraine urged MPs to "remove populizm and policy on this issue and to enable each company to effectively operate in equal conditions. " Recall the said draft law was registered in the Verkhovna Rada of June 4, 2015. The document is supposed to ensure a common approach in the field of state regulation of the formation and establishment of tariffs, and execution Matodiv identified 8 key event program (Matrix) policy and institutional reforms within the project "The second program loan for development policy". This common approach will ensure rational planning of state and local budgets, create the necessary conditions for the effective functioning of enterprises in the teplopostachannya and the housing and communal services, improving the quality of services, creation of conditions for attracting investments in development and technical upgrade of heating, water supply, timely and full implementation of debt repayment and servicing of loans, including those supported by international Financialand organizations.
