Key areas of local government reform and decentralization of power in Ukraine Regional Council reviewed

March 24, with the participation of heads of regional state administration Valery Koroviya, the meeting of the Coordinating Council for Local Government at the head of the Regional Council entitled "On the key areas for reform of local government and decentralizedtion of power in Ukraine. " The meeting was attended by MPs from Ukraine Vinnitsa region Gennady Tkachuk, Ruslan Demchak, Yuri Makedony, Deputy Head of the Regional Council Soleyko Natalia, Deputy Head Andriy Gyzhko, head of the Vinnytsia Regional Association of Local Government Sergey Tatusyak. For a discussionthis vital issue, except members of the Coordination Council were also invited deputies of the regional Council, heads of local governments at various levels, senior officials of provincial departments, offices and regional ministries and departments of Ukraine, representatives of NGOs, the media. Head of RegionalSecond Council Sergei scrolls in his speech outlined the basic principles of building local government as a systemic transformation that must be integrated. He also said that should be provided only voluntary association of local communities - as a result of local referendums sessions or village councils. According to Xierhiya scrolls must lay the financial and economic mechanisms for the development of communities, communities retain the authority and resources. Deputy Chief Executive Office of the Regional Council of Stephen Neshyk and sharpened attention on three main principles of construction of local government: autonomy as equal co-existenceentities clearly defined powers that are not duplicated and sustainability (financial personnel, etc.). He also stressed the need for quality educational work among the population on government and build self-sufficient communities. Following the discussion, considering all proposals, it was decided Coordinating Councilss and appeal to the President of Ukraine, the Verkhovna Rada of Ukraine, Prime Minister of Ukraine on local government reform and decentralization of power in Ukraine to support the proposed amendments and submit them to the current legislation. Members of the Coordinating Council for Local Government at the head of the regional RAda, the executive management of the Vinnytsia Regional Association of local authorities recommended to the territorial communities, local councils at all levels, through electronic and printed local media an extensive informational campaign about the effectiveness and feasibility of the proposed Government and the Parliament of Ukraineyiny local government reforms, decentralization of power, innovations budget and tax legislation.
