Chernihiv: The process of voluntary association of communities in Ukraine (as of Sept. 1, 2015)

Reform of local government and territorial organization of power on the principle of decentralization and transfer of powers from central government to local governments is a priority program of the government. Realizing the objectives of decentralizationtralization we try to combine the interests of people, businesses and the state, providing answers to the question: "What do people want? What interested investor and business? What are the interests of the state? ". Answers to the following: People want as close to European standards of services, jobs, decent wages, the right to intellectual development. InveStory and businesses interested in fair, transparent and clear rules management and business institutions of government interference in their activities. The state seeks to create a safe and comfortable environment for human life in Ukraine, creating conditions for the development and prosperity of the self-governing communities. To achieve these aspirations can onlyby developing effective local government at all levels to transfer substantial part of office space and providing sufficient financial resources of local communities under their own responsibility. Therein lies the essence of the proposed reforms. Indicative some undeniable facts.
